 Posted 3/11/2022: CMS EVV Solution Certification Approval - DCH is proud to announce that the Georgia Electronic Visit Verification (EVV) Solution, Netsmart Mobile Caregiver+, has been granted certification approval by the Centers for Medicare and Medicaid Services (CMS)! This means that CMS has determined that Georgia’s EVV solution successfully meets the requirements of the certification approval process and achieves the business outcomes embodied in the 21st Century Cures Act. Posted 3/11/2022: GAMMIS EVV Billing Exception - There is one (1) remaining exception to the January 1, 2022, EVV mandatory claims deadline. Providers that have claims that fall within the following exception should submit those claims directly to GAMMIS until upgrades to the Netsmart solution are completed. The remaining claim exception is as follows:

  1. A claim type tied to an open “Tier 2” ticket with Netsmart.

Only providers submitting claims that meet the above exception criteria may submit those claim types directly to GAMMIS. 
PLEASE NOTE: The exception for EVV claims related to Patient Liability / Cost Share has been resolved. Applicable Patient Liability / Cost Share claims should now be billed through the State EVV solution, Netsmart Mobile Caregiver+.

    Posted 3/11/2022: Patient Liability/Cost Share Issue Corrected - As of March 1, 2022, providers are no longer able to bill EVV-applicable claims with a cost share/patient liability component directly to GAMMIS. Previously, providers with an open Tier 2 ticket or an EVV claim with a cost share/patient liability were allowed to submit EVV-applicable claims with a cost share/patient liability component directly to GAMMIS. The processing issue pertaining to these EVV claims has been addressed within the EVV solution. Providers must now submit these claims using Netsmart Mobile Caregiver+.     Posted 3/11/2022: Third-Party EVV Vendor Integration Deadlines – DCH has fully implemented the State EVV solution, Netsmart Mobile Care+, for Personal Care Services (PCS) and is working to extend the functionality to support EVV for Home Health Care Services (HHCS) by January 1, 2023. Providers have the option to use an alternative third-party EVV solution of their choice. The alternative third-party solution must meet all mandatory federal EVV requirements and integrate with the State EVV solution. Please note the following deadlines regarding the third-party integration process:

    • The deadline for initiating the integration process with Netsmart is March 31st, 2022. 
      • PLEASE NOTE: Third-party vendors need a signed contract with Netsmart and an active user in Georgia by March 31st, 2022, to integrate. Any vendors that want to begin their process post March 31st, 2022, will be subject to implementation and maintenance fees.
    • The deadline to fully complete the integration process with Netsmart is June 30th, 2022. 
      • PLEASE NOTE: All third-party vendors that currently have a signed contract with Netsmart and an active user in Georgia must complete integration and be in production by June 30th, 2022. If they do not complete integration by June 30th, 2022, the vendor may not be allowed to participate in Georgia’s EVV Program.
      • If you are a Provider considering the use of a third-party vendor to capture EVV visit information and submit PCS and/or HHCS claims, please ensure the vendor has completed the integration process with Netsmart.     Posted 3/11/2022: HHCS Implementation In Progress! DCH has fully implemented the State EVV solution, Netsmart Mobile Care+, for Personal Care Services (PCS); satisfying the requirements of Phase 1 of the Congress-enacted 21st Century Cures Act. We are now moving forward with Phase 2 of the Cures Act which requires states to implement EVV for Medicaid-financed Home Health Care Services (HHCS) by January 1, 2023, to avoid a reduction in federal Medicaid funding. 

    The implementation for EVV for HHCS will consist of four milestones for HHCS Providers:

    • Registration Period
    • Training Period
    • Soft Launch Period, and 
    • Mandatory Go-Live by January 1, 2023

    More details regarding the milestones and timelines for HHCS Providers are forthcoming. Please continue to check the EVV website or communications from DCH for updates!

    Georgia EVV Call Center

    Contact the Georgia EVV Call Center for technical issues or questions. To receive faster service, you will need the following information to create your support ticket:

    • Your agency name
    • Your agency Medicaid ID 
    • Your agency National Provider Identification (NPI) number
    • Your agency Employee Identification Number (EIN) or tax identification number
    • Contact email address
    • Call back number

    Here are tips related to the top EVV issues providers reach out to technical support for:

    1. MEDICAID ID NUMBER: During registration, when asked about your Provider ID Number, this is referring to your Medicaid ID number. You will need to register for each Medicaid ID number applicable to EVV services and your agency locations.
    2. ZIP CODE: Ensure you are using the zip code that aligns to the Medicaid ID number.
    3. ADMIN ROLE: You need at least one administrator per Medicaid ID number. If you are the only administrator for a Medicaid ID number, do not change your role without first assigning an additional administrator. You will lose full access to the system and will need technical support to regain access.
    4. AIDE LOG IN: Aides and caregivers, it is strongly recommended you do not use your email as your user log in. Usernames must be unique across all users in the system.
    5. ROLES: Roles for within the State EVV solution are as follows and can be reviewed in the Netsmart Admin User Guide.
      1. Provider Admin — This role allows the User to view and edit information in the Administrator Console. There is no need to select any other role; Administrators have access to everything in the system.
      2. Billing — This role allows the User to access Claims functions only: Visits, Work List, Claim Review, and Prior Authorizations. This role can be combined with any other role, except Monitor.
      3. Personal Support Aide — This role allows the User to view only the information and schedules for the Recipients for whom they provide care. If a User is assigned the Personal Support Aide only, that User will only have access to information on their EVV mobile app; they will not have access to the Administrator Console.
      4. Provider View Only — This role allows the User to only view information. Users assigned the Provider View Only role cannot make any changes using the Administrator Console. This role can be combined with Personal Support Aide only.
    6. OFFLINE MODE: The State solution has an offline mode and is described in detail in the Provider FAQs. Please note, an aide will need to sign into the Netsmart mobile application while they have access to WiFi. When WiFi access is lost, the system will automatically switch to the offline mode. You must sign into the mobile application before going into an area that has no WiFi. Data will be stored while in offline mode, however, you must log into the Netsmart EVV mobile application from a location that has Wi-Fi or cellular service within 12 hours. If a user selects the menu button and logs out, the user must log in (with internet) before going into Offline Mode.  

    If you know you or your aides have multiple members with limited WiFi, it would be recommended you or your aides log into the Netsmart system in a location with WiFi before beginning their workday.
